x402 security and testing for agentic payments

Settlens is a security and conformance tool for x402 agentic payments. It scans paid APIs and facilitators for protocol conformance, payment binding and drift, gates CI via a GitHub Action, monitors for regressions, signs evidence with ed25519 attestations, verifies captured payment authorizations offline (EIP-3009/EVM exact and Solana), and exposes an MCP server that gives AI agents a pay/review/do_not_pay preflight on HTTP 402 responses. It never settles, sends a valid payment, or holds funds.
